Samuel RUFAT (CREST) – “Social vulnerability, spatial inequalities and risk aversion : adapting to climate change impacts”

Abstract : “Climate change and socio-economic development in disaster-prone areas are causing rising risks over time, especially flooding, which is a worsening global issue. Disaster risk reduction and climate change adaptation require proactive action by all the stakeholders, including those residing in disaster-prone areas, and understanding how these humans perceive the risks they face and adapt is crucial for effective policy. Drawing upon case studies from flood risk in European cities, I will give an overview of existing research on the determinants of residents’ (lack of) risk-mitigating investments. Then, I will describe the results of large-scale spatially-explicit surveys on attitudes toward flood risk that I collected on the Paris metropolitan region, which point toward significant cognitive biases regarding risk exposure, and I will discuss outstanding issues pertaining to non-random (and lack of) responses.”
