The commissions charged to innovators are shown to exceed those maximizing consumer surplus or platforms’ joint profit (and\, thus\, welfare) whenever raising one commission reduces innovation on rival platforms\, as is the case when innovation entails economies of scope or demand-side synergies–in an illustrative setting in which some developers can port their innovation at no cost\, innovation is progressively choked-oﬀ as their proportion increases.
