Abstract : This paper studies the effects of the Me Too movement on sexual criminality. Both victim and offender behaviors are likely affected, which complicates the analysis of police data. To separate both margins, I exploit the large increase in past sexual crimes eventually reported to the police after Me Too. Relying on a sample of US metropolitan cities, I model the time to report an incident to the police and study shifts in the hazard rate over time. An event study indicates that victims are 50% more likely to report a sexual crime to the police after Me Too. This is not the case for placebo dates and for non-sexual crimes. The effect is 2.5 times larger than what a naive regression on police reports would suggest. Accounting for increased victim reporting, I estimate that effective sexual crimes decreased by 38%. Overall, these results indicate that norms-based interventions may be successful at enforcing socially desirable behaviors.
